Near the Prison, the Tower is run by the Mercykillers and houses the Wyrm, one of a special breed of wyvern. Its venom causes delirium and is used in truth potions, and the Red Death sometimes feed the condemned to the Wyrm.

Dare had been called to the Tower to deal with some irregularities in the books regarding stocks of wyrm extracted poison.

Not much of a mystery: The poison had simply been used to coat the weapons of one of the Killers. But that minor incident was enough spark to rekindle some of the many debates plaguing the Red Death. Up to which point strict respect of laws and regulations was good for justice, and when did it become a hinder? Could you break a more minor rule to ensure you seize a criminal? Were the rules of the Guvners always right, and wouldn't a faction with more terrain experience do better? Quis custodiet ipsos custodes?

As of now, Dare had tried to remain neutral and conciliatory in these arguments between quite dangerous people. A position which was unsatisfying to all sides.
