The Outlands, also known as the Concordant Domain or the Spire, is a unique plane at the heart of the Great Wheel. It serves as a neutral ground and a hub connecting all the Outer Planes. Shaped like an immense ring, the Outlands surrounds Sigil, the City of Doors, at its center. The plane is characterized by its immense Spire, an impossibly tall mountain that reaches up from the center of the Outlands and extends to the Outer Planes.
The landscape of the Outlands is a series of circular rings that radiate outward from the Spire. Each ring corresponds to a specific Outer Plane, and as one travels closer to the Spire, the influence of that plane's alignment becomes stronger. The Outlands act as a crossroads, with travelers passing through on their way to different Outer Planes, and its gate-towns serve as key access points. There are 16 Gate Towns in all:
- Automata: A city of clockwork precision and law, inhabited by living constructs and skilled artisans, governed by the Mechanus Council, with a portal to Mechanus.
- Bedlam: A chaotic and enigmatic town perched on a hillside, swirling with pandemonium and governed by Tharick Bleakshadow and manipulated by Havra, with a portal to Pandemonium.
- Curst: Wrapped in razorvine-covered walls, this sinister city holds exiles and refugees, governed by Burgher Tovus Giljaf, with a portal to Carceri, a haven for the bitter and vengeful.
- Ecstasy: Known for its celebrations and revelry, Ecstasy's vibrant streets embrace chaotic energy, with a portal to the plane of Limbo, the pinnacle of joy and chaos.
- Excelsior: Nestled in a beautiful valley, Excelsior thrives on a culture of aspiration and ambition, with the goal to rise above other gate towns, led by the Governor's Assembly.
- Faunel: Embracing nature and wilderness, this town welcomes shelter-seeking petitioners and outsiders, with a portal to the untamed Beastlands, guarded by the stone statue, Wrath.
- Fortitude: Wrapped by a white wall, this town prioritizes law and order, with a portal to Arcadia, where residents seek purification and adherence to community guidelines.
- Glorium: Situated at a fjord's edge, Glorium's rough inhabitants have two portals to Ysgard, thriving on independence and adventure, led by the powerful planar, Flatnose Grim.
- Hopeless: A sorrowful town at the brink of the Gray Wastes of Hades, governed by Thingol the Mocking, who enforces hopelessness and performance art, with a portal to the plane of Hades.
- Plague-Mort: On the brink of descending into the Abyss, Plague-Mort is governed by the Arch-Lector, with harsh and cruel inhabitants who use fear and power to maintain control.
- Ribcage: Ruled by the Parliament, Ribcage thrives as a bustling metropolis of trade and commerce, emphasizing productivity and wealth, with a portal to the plane of Mechanus.
- Rigus: Organized into military orders, Rigus revolves around power and exploitation, with a portal to Acheron, its citizens embracing productivity and adherence to laws.
- Sylvania: A town of festivities and colorful structures, Sylvania celebrates life with revelry and partying, offering a portal to the plane of Arborea, governed by the Seven Spiritors.
- Torch: A town of outcasts and exiles, Torch embraces lawlessness and criminality, governed by the Council of All, living on the brink of Gehenna.
- Tradegate: Dreaming of becoming a massive trade hub, Tradegate's Parliament governs its bustling metropolis of merchants and commerce, producing its currency and fostering productivity.
- Xaos: Teetering on the edge of Limbo, Xaos embraces chaos and madness, with inhabitants speaking in twisted gibberish, and a portal to the ever-changing plane of Limbo.
